以色列政府實施圍困令加沙民眾挨餓之際，當地救援人員目前同樣也排在糧食分發人龍之中，冒着被槍擊的風險讓家人得以糊口。由於物資耗盡，人道組織目睹其同事和工作夥伴日漸消瘦。由以色列政府控制的加沙人道基金會至今已運作足足兩個月，過百個援助組織藉此敲響警號，促請各國政府付諸行動：透過由聯合國主導、緊守人道原則的機制，開放所有陸路過境點；恢復糧食、淨水、醫療物資、避難所所需物品和燃料的全面供應；結束圍困並同意立即停火。
「每天早上，『今天我會否有東西吃？』這提問在整個加沙迴盪着。」
一名救援組織的代表指：
加沙糧食分發點的屠殺近乎天天上演。截至7月13日，聯合國確認有875名巴勒斯坦人在尋求糧食期間被殺，當中有201人命喪在救援物資運輸路線上，其餘皆在糧食分發點喪生，另有數千人受傷。同時，以軍已於7月20日下達大規模流徙令，強迫近200萬疲憊的巴勒斯坦人流離失所，將他們擠進不足12%的加沙土地上。世界糧食計劃署警告，目前情況令其救援行動難以繼續。以平民挨餓作為戰爭手段足以干犯戰爭罪行。
在加沙境外，甚至是境內的倉庫內，數以噸計的糧食、淨水、醫療物資、避難所所需物品和燃料原封不動，只是阻止人道組織存取或運送。以色列政府在全面圍困下施加的限制、拖延和分散手段，造成混亂、饑餓和死亡。一名提供心理社交支援的救援人員講及兒童承受的毀滅影響：「孩子告訴父母他們想上天堂，因為那裏起碼有食物。」
醫生呈報急性營養不良比率創新高，兒童與長者尤甚。如急性水漾腹瀉等疾病正蔓延，市集空無一人；廢物堆積如山，成人因饑餓和脫水倒在街上。加沙的物資分發量平均每日有28輛貨車，對逾200萬人猶如杯水車薪，很多人更已數周未獲援助。
人道組織有足多能力和物資應對當地需求，但不獲通行，令我們無法接觸有需要的人，包括我們自己勞累且饑餓的團隊。歐盟和以色列於7月10日宣布擴大援助規模的步驟，但這些「進展」的承諾，在加沙當地看不到實質轉變時盡變空洞。多一天沒有持續的物資援助，就代表更多人死於可預防疾病。兒童一邊挨餓， 一邊等待永不落實的承諾。
巴勒斯坦人被困於希望與心碎的循環之中，一心等待着援助和停火，醒來卻身陷更壞險境。除了肉體的苦楚，更是心理折磨，求生就像是虛幻的誘餌。人道援助體系不能在虛假承諾中運作；人道工作者不能在變幻不定的時間線上行動，也不能等待無法實現的政治承諾。
各國政府必不可待批准才行動。我們不能繼續指望目前安排的措施會奏效。是時候果斷採取行動：要求立即和永久停火；解除所有官僚行政限制；開放所有陸路過境點；確保能前往接觸加沙所有人；拒絕軍方控制的物資分發模式；恢復由聯合國主導、緊守宗旨的人道應對，並持續資助緊守原則、不偏不倚的組織。各國必須尋求實際措施以結束圍困，例如停止輸送軍火武器和彈藥。
零碎的措施和象徵式舉動，如空投物資或存漏洞的援助協議，只是不作為的煙幕，不能取締各國保護巴勒斯坦平民的法律和道德義務，也不能確保人們可獲有意義的大規模援助。各國能夠也必須及早拯救生命，否則將無命可救。
