Learning and Talent Development Specialist

Job Purpose
Key Responsibilities
- Contribute to identifying organisational-wide development priorities and thematic challenges in relation to the MSF HKF strategy and operational needs
- Advise on and support sourcing and implementing solutions to address identified development needs at both individual and organisational levels
- Design, coordinate, and support delivery of learning interventions, including workshops, webinars, e‑learning, coaching, and blended learning formats.
- Determine and monitor L&D-related budget in collaboration with Head of HRs
- Coordinate the planning and delivery of the leadership and management development programme and initiatives, working closely with APAC L&D.
- Adapt MSF global learning tools and resources to local and regional contexts, ensuring relevance and accessibility.
- Develop and implement programmes that strengthen Safeguarding awareness and competence in Diversity, Equity, and inclusion (DEI) supporting MSF’s Safeguarding ambitions and inclusive organizational culture.
- Be part of L&D platforms and contribute with MSF HK´s experiences and knowledge with the rest of the MSF movement specifically and sector generally.
- Contribute to policies and guidelines related to L&D.
- Lead the development and implementation of annual L&D plan to support the achievement of MSF HKF people priorities and objectives, and monitor the progress.
- Advise and support Heads of Departments in conducting needs analysis, identifying and designing learning solutions, supporting delivery, and evaluating outcomes.
- Monitor and evaluate the employee onboarding programme to ensure new staff are equipped to champion MSF’s values and mission.
- Analyse learning and development initiative results and provide recommendations based on evaluation findings.
- Review and evolve Staff performance and feedback tools and processes in accordance with MSF HKF values, and management principles to support staff engagement and performance.
- Support the implementation of Talent development Programme in identifying organizational talents, leadership development and succession planning for key and critical roles.
- Provide advisory support in collaboration with the Psychosocial Support Specialist on the design and improvement of staff wellbeing programmes for HK office.
- In collaboration with Field HR team, design and evaluate learning support programmes for Mobile Staff, ensuring quality assurance, including language courses.
- Support Development Advisors in identifying development needs across Mobile Staff pools and advise on learning pathways aligned with the Asian Leadership Development ambition.
- Update Development Advisors regarding L&D initiatives in the movement by being part of L&D networks globally.
- Collaborate with MSF movement learning networks and regional platforms to leverage existing expertise and resources for Mobile Staff development.
- Coordinate with APAC for Mobile Staff Induction Programme and other learning initiatives (WtMSF, BaMM, WoW) and deliver modules.
- Design and disseminate the L&D Newsletter for IMS in collaboration with DAs.
- Contribute to a safe, respectful, and inclusive working environment by demonstrating behaviours aligned with MSF values, safeguarding principles, and the Code of Conduct.
- Collaborate with colleagues across teams, share information proactively, and contribute to organizational learning by sharing insights, lessons learned, and suggestions for improvement.
The Ideal Candidate
- University degree in Human Resources, Learning & Development, Organizational Development, Psychology, Education, or a related field
- Minimum 3 years professional work experience of highly similar responsibilities
- Experience of managing the full training cycle (needs assessment, learning objectives, design, delivery and evaluation)
- Experience of delivering training and facilitating learning to a high quality
- Experience of managing other learning and development initiatives (e.g. coaching, mentoring or peer-to-peer programmes)
- Project management skills
- Excellent organizational skills, manage time and change effectively
- Fluent in English, written and spoken
- Proficiency in Microsoft Office and collaboration tools.
- Strong commitment to MSF principles, humanitarian values, diversity and inclusion
