Communications & Engagement Manager (Singapore) 

Médecins Sans Frontières (MSF) is an international humanitarian organization that provides impartial medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries. Job Purpose​

The Communications & Engagement Manager will lead the development and implementation of an integrated communication and partnerships strategy for MSF in Singapore. 
The role aims to raise awareness on medical humanitarian crises and priorities while fostering audience engagement through digital channels (owned channels and paid reach), strengthen MSF’s brand identity in Singapore through differentiated strategies. The role is responsible for planning, implementing and evaluating communication activities across digital, news media, online and offline events in support of MSF’s fundraising, partnerships, advocacy and recruitment objectives in Singapore. 

 

Main Duties and Responsibilities​

1.) Strategic Communications  

  • Steward and enhance MSF’s brand in Singapore, assuming primary positioning and editorial oversight for all local communications with guidance from MSF Hong Kong Regional Communications Director.
  • Adapt regional and movement wide communications guidance and materials for use in Singapore relevant to local context including developing opinion pieces and key communications packages or events for priority stakeholders. 
  • Develop and review strategic communications materials, including corporate pitch decks, organizational value propositions, and tailored communications for government and institutional engagement.
  • Monitor, report and act on the opportunities and reputational threats in news media and social media public discourse in Singapore.
  • Act as local Singapore-based crisis communications focal point during critical incidents when required by MSF Hong Kong Regional Communication Director.

 

2.) Partnership & Fundraising 

  • Collaborate with Singapore Partnerships team to develop targeted communications campaigns and engagement events (talks, webinars, screenings etc.) aimed at generating awareness, new leads, donations, fieldworker recruits linked to stakeholder engagement.
  • Manage regular Singapore-based donor and fundraising communications planning and production; event communications and supporter engagement cycles.
  • Support philanthropy fundraising effort efforts and donor engagement through events, webinars, proposals and “impact content packages” and follow-up communications.

 

3.) Engagement, Representation & Advocacy 

  • Represent and position MSF as a credible and trusted partner by articulating its value proposition in advancing international medical humanitarian priorities (attacks on medical care; changing humanitarian aid landscape; antimicrobial resistance; climate health emergency impacts).
  • Amplify MSF movement’s advocacy goals prioritized for Singapore through tailored comms and advocacy efforts.
  • Engage internally across MSF (operational directorates; projects in Southeast Asia, MSF Access and other units/teams) to identify opportunities linked to Singapore-based medical/academic networks or capacities.  

 

4.) Digital Communications & Marketing 

  • Define and implement digital marketing strategies integrating fundraising, communication, and field HR objectives for Singaporean online audiences.
  • Develop and disseminate content all digital channels reaching Singapore-based donors, partners, supporters, media, and the general public aligned with MSF’s identity and positioning traits for Singapore. Adapt and develop Singapore specific digital content (e.g. videos, infographics) where necessary.
  • Oversee work of interns and volunteers to develop social media content for visibility on owned channels (Facebook & Instagram) and build visibility on LinkedIn, Tik-Tok to reach new audiences. 
  • Work with digital agencies/service providers to explore and adopt new digital technologies and tools to enhance public and supporter engagement.
  • Develop and maintain fresh and relevant content on MSF’s Singapore webpage of the MSF APAC website and digital channels to support engagement objectives.
  • Oversee vendor relationships, contracts, and ensure data security and compliance.

     

5.) Building brand visibility (news media engagement and events) 

  • Collaborate with the Singapore News Media Liaison consultant to develop and implement a proactive media strategy with regular current affairs and feature content pitches.
  • Develop and implement event strategies targeting donors and key stakeholders of MSF.

     

6.) Planning, Performance Monitoring & Reporting

  • Contribute to the annual communications planning process and track progress against strategic priorities and KPIs aligned with MSFHKF strategic objectives.
  • Establish, track, and report on KPIs for the Singapore communications plan, including developing dashboards and contributing monthly board reports by collating inputs from internal teams, partners, and external vendors.
  • Prepare annual budgets and mid-year forecasts for approval and exercise accountability to ensure activities are developed within approved budgets.
  • Monitor and analyze media coverage for regular Board updates and work with Regional Director of Comms to provide guidance on sensitive issues or crisis communication when needed.
  • Help us track what works and improve over time with a lean setup.

     

 

The Ideal Candidate ​

  • Relevant academic background (Master’s level qualification or equivalent preferred). Public Relations preferred.
  • Minimum 5 years of professional experience in communications, PR, or journalism at a strategic level.
  • Proven track record in campaign management and multi-channel communications.
  • Mandarin (desirable)
  • Strong writing, editing, and media relations skills.
  • Experience in crisis communication and sensitive contexts preferred.
  • Ability to manage complex situations and respond quickly during emergencies.
  •  Ability to work under pressure and to respect deadlines
  •  Strategic vision and start-up mindset.
  • Team player with strong networking abilities.
  • Willingness to travel occasionally.
  • Strong interest and knowledge of international and current affairs.
