Senior Finance Manger

Job Purpose​

A member of the finance team in Hong Kong office who effectively assumes overall responsibilities including coordination of head quarter financial reporting and accounting, budgeting and forecasting, governance and compliance activities to ensure that MSF Hong Kong is a financially stable, credible and transparent organization in Hong Kong.

 

This role ensures that accounting, forecast & budget, financial reporting and statutory compliance obligations are being upheld in the context of achieving the organization’s objectives, meeting legal, regulatory, contractual and policy requirements.  It also safeguards transparency and accountability for the efficient use of financial resources provided by donors of MSF HK.

 ​

Main Duties and Responsibilities​

1. General Responsibilities
  • Manage external parties, including legal advisors, corporate bankers, auditors, contractors, and vendors.
  • Implements strategic projects if / when required.
  • Reviews and prepares financial statements, management reports and financial forecast for the organization, and provides advice to support in making decisions.
2. Strategic Finance Management
  • Provide financially relevant support across all departments.
  • Implement financial policies, guidelines, and procedures.
  • Work with Management Team in Hong Kong Office if/ when required.
3. Finance, Accounting, Operations, and Systems
  • Oversee and support accounts payable, accounts receivable, revenue reconciliation to donor databases, cash management, asset management and treasury function.
  • Co-ordinate and support the preparation of financial statements, financial analyses, and managerial reports, correcting projection accordingly when appropriate.
  • Support the preparation and issuance of annual report and other public information to present MSF HK’s financial results and practices in a transparent manner to stakeholders.
  • Manage and protect financial assets, investments, and foreign currency risks.
  • Support and manage contract review and service performance of third parties and suppliers.
4. Planning, Budgeting, Forecasting; Financial Performance Measurement, Monitoring, & Reporting
  • Manage, support and prepare annual financial business planning cycle including budget.
  • Support and worth execution of the budget, monitor the expenses are consistent with the approved budget.
  • Collaborate with and provide timely and effective support to all departments throughout the year.
  • Quality assurance: review and approve financial transactions.
5. Financial Risk and Compliance
  • Ensure all staff of Finance team in Hong Kong office are working together to maintain standards, follow all laws, regulations, standard and ethical practices that duty of skills and care related to their work are exercising. Ensure that financial risk of major failures and violations can be mitigated. 
  • Assure establishment and compliance with internal procedures related to banking, segregation of duties, and security of financial data.
  • Ensure financial and legal compliance with regulatory requirements of authorities.
  • Oversees Hong Kong annual audits and obtain unqualified opinion on financial statements.
  • Report major financial risks and corresponding mitigation strategies to Regional Director of Finance, Risk & Compliance.
6. Team Management 
  • Manage and work with the finance team by example and foster a respectful team environment founded on trust, impartiality, respect, recognition, creative contributions, and mutual accountability. 
  • Support and foster a culture of feedback, towards a high-performance, collaborative culture. Oversees staff hiring if/ when required. 
7. Other responsibilities towards MSF Movement
  • Collaborates with International Office Finance for the International financial consolidation of MSF accounts.
  • Support operations/projects in Hong Kong if/when required. 

 

 

The Ideal Candidate ​

  • University degree, CPA
  • At least 10-15 years progressive experience in Finance and Accounting, preferably in a multinational organization.
  • Understanding and sound knowledge with experience of Hong Kong’s administration, auditing and banking practice.
  • Strong accounting, forecast & budget, analytics, management and statutory financial reporting skills.
  • Ability to work under pressure and to respect deadlines Exercise due skill, care and diligence, observe proper standards of compliance conduct and deal with any relevant stakeholders.
  • Fluency in written and spoken Cantonese and English.
  • Commitment to the aims and values of Médecins Sans Frontières.
  • Extensive working knowledge of Oracle NetSuite accounting software is a plus.
  • Contract Staff covering 2nd January 2026- 31st July 2026.
